Requirements for Obtaining Resident Status
in IT-Park Dushanbe
To obtain resident status, the following is required:
- Register as a legal entity within the territory of the Republic of Tajikistan
- Register as an individual entrepreneur within the territory of the Republic of Tajikistan
Engage in business activities according to
- The Government Resolution of the Republic of Tajikistan dated July 31, 2024, No. 2440 "On Technology Park" for software products and information technologies, and Article 396 of the Tax Code of the Republic of Tajikistan
List of documents required for conducting activities within the Park and for concluding agreements
- An application addressed to the Director of the Park;
- A copy of an extract from the Unified State Register of Legal Entities and Individual Entrepreneurs;
- A document from the tax authorities confirming the absence of outstanding debts;
- A business plan specifying the particular activities the entity intends to carry out within the Park;
- Preliminary planned results.
- The business plan must include the following information:
- – The main areas of the entity’s activities within the Park;
- – An implementation plan for the entity’s activities, excluding confidential information;
- – Key objectives that the entity aims to achieve as part of its activities;
- – Financial and monetary sources for funding the entity’s activities;
* The specified documents must be submitted in the state language. If the documents are in other languages, they must be translated into the state language in accordance with the established procedure and notarized.
List of innovative activities permitted for IT Park residents
- Scientific, technical, research, and experimental design activities.
- Scientific and technical activities and innovative technologies.
- Development, production, or implementation of innovative technologies for seismic and seismological research.
- Development, production, or implementation of space technologies.
- Development, production, or implementation of new technologies in the field of electronics.
- Development, production, or implementation of new technologies in the field of robotics.
- Development, production, or implementation of nanotechnologies.
- Development, production, and implementation of technologies (including equipment) for plant cellulose research
- Fundamental and applied research, experimental developments in natural and technical sciences (conducting research and project work related to the Park’s activities) and utilization of the results of such research and project work.
- Development and implementation of innovative methods in tourism (ecotourism, geotourism).
- Development and implementation of innovative methods for processing digital technologies.
- Analysis, design, and software development for information systems, including the design, development, implementation (including granting rights to use software, transfer of exclusive rights to software) of information systems, software for computer games, and for any platforms.
- Activities related to the implementation, support, storage, and utilization of information systems and software developed in collaboration with Park entities, implementation of innovative methods for developing educational (training) programs using information systems.
- Implementation and protection of intellectual property rights related to innovations in industry and modern technologies
- Development of neural networks and other AI algorithms in specialized fields, including their implementation and application.
- Development and specific stages of research, design, and technical testing of materials, technologies, devices, and systems in micro-, opto-, and nanoelectronics, as well as micro-electromechanics of work developed by the Park entity in materials, technologies, devices, and systems of micro-, opto-, and nanoelectronics, micro-electromechanics, and embedded software systems.
- Development or individual stages of development (including research, design (engineering), and technical testing) of technologies, devices, and systems in mechatronics, integrated systems, software and hardware tools, software and hardware complexes, and computing components, as well as the implementation of such developments either by providing services for their production or independently.
- Development or individual stages of development (research, design (engineering), prototyping, testing, technical trial), production of high-tech materials, technologies, high-tech devices and systems, embedded systems, software and hardware means, software and hardware complexes, and corresponding software, as well as the implementation of the produced goods and (or) development results with services for their adoption in production and (or) services related to their use, or without providing these services.
- Activities related to the design, development, and implementation of software systems and (or) software and hardware resources based on and (or) using cloud computing technologies, including for information storage, database creation, and software deployment on cloud servers.
- Programming activities, including design, development, and implementation of software and/or software and hardware tools based on or using blockchain technology.
- Provision of services related to the development and placement of digital assets using a transaction block registry (blockchain) and other similar technologies, including services for promoting digital assets, consulting, and other related services, activities of digital asset transaction service providers, and other activities involving digital assets, including professional and stock activities involving securities, activities of investment funds, in accordance with the provisions of the Regulation on the Technology Park for Software Products and Information Technologies.
- Development, maintenance, use, and implementation of drone control systems.
